You will need to visit the DMV and pay all the fees due for the title transfer. After that you may ask the DMV for a Temporary Operating Permit (TOP/REG 19F) and validated sticker (REG 19S). These are issued by the California DMV on a very limited basis and require that all registration fees due on the vehicle, be paid.

The DMV normally issues a TOP (for a $50.00 fee) and when the following specific circumstance are met:

When a vehicle owner presents a failed vehicle inspection report (VIR) as evidence the vehicle failed a biennial smog inspection.

The TOP may be valid only for: 60 days from the expiration date of the registration of the vehicle; or 60 days from the date that the vehicle is removed from Planned Non-Operation (PNO).

Only one biennial smog failure TOP can be issued to the same vehicle within a two-year period. No TOP will be issued if proof of insurance is required and has not been submitted.

In your specific case it may be that your Oldsmobile Intrigue be ineligible to receive a TOP depending on the current registration expiration date and timing of the smog inspection not falling within its biennial inspection requirement (if this is the case), however California does allow a few exceptions which may let you still get one.

There is a provision in the law which will allow a DMV Office manager or designee to issue a TOP if he/she determines it is appropriate. You'll need to visit a local DMV office in person and explain your situation.
