Unfortunately not. If the DMV is requesting a smog inspection, it must be completed before your registration can be renewed. You can pay your registration renewal fees through NeedTags now, and stop any late fees from being added to your registration, but you'll receive your new tag and registration card after you've completed the smog check requirement. Assuming you make you payment without a smog check, instead of receiving your renewed registration card, we'll email you an instant RDF (Report of Deposit of Fees) card showing proof that you've fulfilled your DMV registration renewal payment obligation. No penalties will accrue that point forward and you may take your time with getting your smog check. Just note, if your tags are expired, it doesn't stop you from receiving an expired registration citation (CVC 4000a1) while your vehicle is operated or parked on any public roadway in California.
